Since Mondays decision by UNESCO to list Preah Vihear temple as a Cambodian 1-monks.jpg World Heritage Site, the Kingdoms nationalist rapture has subsided just enough to allow for more pragmatic thoughts of the pay-off. Senior Cambodian Peoples Party lawmaker Cheam Yeap said July 10 that he expected the listing of the 11th-century Hindu temple, which had long been hotly disputed by Thailand, to result in a major boon for the ruling party in the July 27 general election. "I am at Prey Veng near the Vietnam border right now. We told the voters of the success of Samdech Prime Minister Hun Sen," he told the Post. Yeap said Hun Sen deserved credit for the world bodys decision because he had sent a letter to UNESCO requesting the designation six years ago. "There is no doubt that Samdech Hun Sen is a CPP leader," he boasted. Yeap said Prey Veng residents, particularly farmers, were showing their support for the CPP and were elated and proud of their premier, as was he. "I cried in front of my wife once I heard UNESCO had made a decision on the temple." Khmer-language newspapers this week featured numerous advertisements placed by CPP officials, congratulating Hun Sen, Deputy Prime Minister Sok An and CPP President Chea Sim on the world bodys decision. However, Koul Panha, director of the Committee for Free and Fair Elections, a Cambodian election monitor, questioned any exclusive claim to ownership of the temple victory and discouraged politicization of the site. "I think all political parties can use Preah Vihear as a means of attracting voters, but no one party or group should get the credit alone," he said. "I think Preah Vihear temple is the pride of all Cambodians, as well as the political parties. If only one party makes political gains off of Preah Vihear temple, I am afraid there will be an internal dispute that will lead to different attitudes about the temple." Sam Rainsy Party lawmaker Son Chhay downplayed the ruling partys hand in resolving the dispute with Thailand over ownership of the territory surrounding the temple, which for years had been the most significant obstacle to its listing. "It is the normal obligation of a government to do this. It was not the special job of the CPP," Chhay said. Cambodias tourism sector, on the other hand, is less concerned with political points. Ho Vandy, president of the Cambodian Association of Travel Agents, said on July 8 that 162 tour operators have begun promotion plans for package tours of Cambodias expanding heritage corridor. They will advertise in about 100 countries. Vandy said the proposed package includes stops at Angkor Wat, Koh Ker temple in western Preah Vihear province, Preah Vihear temple, and Wat Phu, another Khmer temple in Laos. But the immediate concern, Vandy said, should be developing Cambodias overland routes to Preah Vihear, which at present are rutted and jarring, making the temple far more accessible from the nearby Thai border. Then restaurants, hotels and shops will follow, he said. Minster of Tourism Thong Khon agreed, saying that there eventually will be four roads leading to the temple and at least one key artery will be completed by next year. "I already sent a letter to the Ministry of Public Works and Transportation to push for the road construction," he said. The first sign of things to come actually preceded UNESCOs decision; in May the newly formed Preah Vihear National Authority, or PVNA, deployed 22 heritage police. Hang Soth, director of the PVNA, a commission under the Council of Ministers, said the heritage police are charged with protecting the site from looting and vandalism. He also said that the Thai border crossing at Preah Vihear will remain closed until Thai nationalist fervor simmers down, a worry he blamed on opposition activists in Bangkok. "We respect our neighbor and the neighboring nation respects us," he said. But in Thailand, bruised nationalism remains unappeased, and the government of Prime Minister Samak Sundaravej is suffering from the fallout. On July 10, Thai Foreign Minister Noppadon Pattama stepped down after the Constitutional Court ruled that he had acted illegally in signing an agreement supporting Cambodias bid to have Preah Vihear temple listed as a World Heritage Site without the permission of parliament. His move had been approved by Samaks cabinet, which the court also decided had violated the Thai Constitution in acting without parliamentary consent, a verdict that observers said could lead to a major cabinet reshuffle. In his emotional resignation speech, Noppadon maintained he had acted in good faith in signing the agreement with Cambodia. "I insist I have done nothing wrong. I have not sold the country out. Chứng khoán thêm một phiên tăng điểm nhờ blue-chip

Trong thế giằng co giữa những mã cổ phiếu tăng giá trần hoặc giảm giá sàn, chính những cổ phiếu blue-chip đã giúp cho chứng khoán Việt Nam có thêm một ngày tăng điểm.

Mặt khác, tin giá dầu thế giới tụt giảm xuống sát 135 USD/thùng và giá cổ phiếu thể giới có dấu hiệu hồi phục cũng là động lực để các nhà đầu tư đẩy mạnh mua các cổ phiếu chủ chốt trên sàn chứng khoán TP.HCM.

Trừ Vinamilk và Itaco, các blue-chip khác tăng giá trần

Kết thúc phiên giao dịch sáng 9/7, chỉ số VN-Index tăng 2,84 điểm (tương đương tăng 0,65%) lên 439,55 điểm.

Khối lượng giao dịch thông qua khớp lệnh tiếp tục được duy trì ở mức khá cao với hơn 15 triệu cổ phiếu và chứng chỉ quỹ, trị giá gần 520 tỷ đồng.

Trong tổng số 153 mã cổ phiếu và 4 chứng chỉ quỹ niêm yết, có 89 mã tăng giá, 12 mã giữ giá tham chiếu, 1 mã không có giao dịch và 55 mã giảm giá.

Trong tốp 10 cổ phiếu có ảnh hưởng lớn tới biến động của chỉ số VN-Index, trừ VNM của Vinamilk, ITA của Itaco giảm giá; VPL đứng giá (110.000 đồng/cp) và VIC của Vincom tăng giá nhẹ, còn lại tất cả đều tăng giá kịch trần.

Cụ thể, cổ phiếu có mức vốn hoá lớn nhất thị trường (tác động lớn nhất tới biến động chỉ số VN-Index) giảm 3.000 đồng xuống mức giá kịch sàn là 112.000 đồng/cp. Cổ phiếu VNM là một trong số rất ít các cổ phiếu giảm giá không đáng kể trong thời điểm thị trường mất tới hơn 60% trong gần 6 tháng đầu năm 2008.

Cổ phiếu ITA (có mức vốn hoá đứng thứ 5 trên HOSE) cũng giảm giá kịch sàn với 2.500 đồng xuống 95.500 đồng/cp.

Tất cả các gương mặt lớn khác như DPM của Đạm Phú Mỹ, PVD của Tổng CTCP Khoan và Dịch vụ Khoan Dầu khí, STB của Sacombank, PPC của Nhiệt điện Phả Lại và HPG của Tập đoàn Hoà Phát đều tăng giá kịch trần.

Cụ thể, DPM tăng kịch trần 1.500 đồng lên 51.500 đồng/cp; PVD tăng 2.500 đồng lên mức giá kịch trần 91.500 đồng; STB tăng trần 700 đồng lên 25.100 đồng/cp; PPC tăng trần 800 đồng lên 27.700 đồng/cp; HPG tăng trần 1.500 đồng lên 62.000 đồng/cp; và FPT tăng trần 1.500 đồng lên 57.500 đồng/cp.

Đây hầu hết là các cổ phiếu giảm giá rất mạnh trong đợt tụt giảm hơn 60% của thị trường chứng khoán vừa qua.

Cổ phiếu VIC của Vincom sáng nay tăng 1.000 đồng lên 101.000 đồng/cp. Đây cũng là một trong các cổ phiếu giảm giá ít trong đợt chao đảo vừa qua.

Cổ phiếu SSI của Chứng khoán Sài Gòn tiếp tục gây ấn tượng mạnh mẽ với một dư mua giá trần khá lớn, trong khi dư bán bằng 0.

Áp lực giá dầu cao đã giảm

Chỉ số VN-Index của thị trường chứng khoán Việt Nam sáng nay (9/7) tăng giá trong bối cảnh trước đó chứng khoán Mỹ tăng điểm khá mạnh. Trong khi đó, vào đầu phiên giao dịch sáng nay, các chỉ số chứng khoán châu Á cũng đã có phiên tăng điểm ấn tượng nhất kể từ tháng 3/2008.

Việc các chỉ số chứng khoán Mỹ và Á đồng loạt tăng mạnh trở lại là do giá dầu thế giới tụt giảm xuống sát 135 USD/thùng.

Cụ thể, tính tới 8h30 sáng nay (9/7), giá dầu thô giao tháng 8/2008 trên thị trường quốc tế đã giảm mạnh xuống 135,89 USD/thùng. Tính tới 11h20 (giờ Việt Nam) giá dầu có tăng đôi chút nhưng cũng chỉ ở mức hơn 136 USD/thùng.

Nhiều nhà đầu tư cho biết, họ vẫn đang lựa chọn để mua vào các mã cổ phiếu lớn. Đây cũng là lý do khiến các cổ phiếu chủ chốt trên sàn liên tục tăng điểm trong 3 phiên gần đây và là lực đẩy chính giúp VN-Index tăng điểm.

Về báo cáo của HSBC cho rằng thị trường chứng khoán Việt Nam nói riêng và châu Á - Thái Bình Dương nói chung vẫn đang trong xu hướng đi xuống và vẫn đối mặt với nhiều thách thức, hầu hết các nhà đầu tư có mặt trên sàn SeABank cho biết họ không biết và cũng không quan tâm nhiều tới bản báo cáo này.

“Tôi chưa biết bản báo cáo này nhưng vài báo cáo gần đây cho thấy HSBC thay đổi các dự báo quá nhanh và như vậy thì không còn nhiều ý nghĩa nữa”, anh Nguyễn Hoàng, một nhà đầu tư nói.

Ngày 4/7 vừa qua, Ngân hàng HSBC đã đưa ra bản báo cáo Chiến lược kinh doanh cổ phiếu khu vực Châu Á - Thái Bình Dương thường kỳ (Pan-Asian Equity Strategy) trong đó HSBC đã hạ dự báo về chỉ số VN-Index xuống mức thấp đáng kể so với những lần dự báo trước.

Trong báo cáo lần này, HSBC cho rằng chỉ số VN-Index của TTCK Việt Nam vào cuối năm 2008 sẽ ở mức 400 điểm và tới cuối năm 2009 sẽ tăng lên 450 điểm.

Đây là lần thứ 3 HSBC điều chỉnh chỉ số VN-Index mục tiêu trong năm nay. Hồi đầu năm ngân hàng này dự báo chỉ số VN-Index sẽ ở mức 1.100 điểm vào cuối năm 2008. Đến tháng 4, chỉ số này được dự báo sẽ về mức 600 điểm và với dự báo mới nhất này thì chỉ số VN-Index bị giảm thêm 50% nữa so với chỉ tiêu cũ.

Còn tính tới cuối năm 2009, dự báo về chỉ số này được điều chỉnh từ mức 1.300 điểm hồi đầu năm xuống mức 750 điểm hồi tháng 4 và lần này được điều chỉnh xuống còn 450 điểm vào cuối năm 2009.

“HSBC là một tổ chức có uy tín trên thế giới nhưng có nhiều điều mà các tổ chức lớn cũng không thể nắm rõ hết tình hình trong nước, ví như tâm lý của các nhà đầu tư Việt Nam, các dòng tiền lớn nhỏ đang chảy trong dân…”, anh Hoàng nói.

“Hiện tại, theo tôi, điều mà các nhà đầu tư quan tâm là kết quả kinh doanh của các doanh nghiệp niêm yết sẽ như thế nào. Một số doanh nghiệp gặp khó khăn trong quý 1 nhưng dường như đã bớt khó khăn trong quý 2. Và đặc biệt, nếu mặt hàng tối quan trọng là dầu thô giảm thì áp lực tăng chi phí nói chung tới nền kinh tế nói chung và doanh nghiệp nói riêng sẽ bớt căng thẳng”, anh Hoàng nói.

Được biết, các báo cáo kết quả kinh doanh của các doanh nghiệp sẽ được công bố trong tháng 7.
