Senior Cambodian Peoples Party lawmaker Cheam Yeap said July 10 that he expected the listing of the 11th-century Hindu temple, which had long been hotly disputed by Thailand, to result in a major boon for the ruling party in the July 27 general election. "I am at Prey Veng near the Vietnam border right now. We told the voters of the success of Samdech Prime Minister Hun Sen," he told the Post. Yeap said Hun Sen deserved credit for the world bodys decision because he had sent a letter to UNESCO requesting the designation six years ago. "There is no doubt that Samdech Hun Sen is a CPP leader," he boasted. Yeap said Prey Veng residents, particularly farmers, were showing their support for the CPP and were elated and proud of their premier, as was he. "I cried in front of my wife once I heard UNESCO had made a decision on the temple." Khmer-language newspapers this week featured numerous advertisements placed by CPP officials, congratulating Hun Sen, Deputy Prime Minister Sok An and CPP President Chea Sim on the world bodys decision. However, Koul Panha, director of the Committee for Free and Fair Elections, a Cambodian election monitor, questioned any exclusive claim to ownership of the temple victory and discouraged politicization of the site. "I think all political parties can use Preah Vihear as a means of attracting voters, but no one party or group should get the credit alone," he said. "I think Preah Vihear temple is the pride of all Cambodians, as well as the political parties. If only one party makes political gains off of Preah Vihear temple, I am afraid there will be an internal dispute that will lead to different attitudes about the temple." Sam Rainsy Party lawmaker Son Chhay downplayed the ruling partys hand in resolving the dispute with Thailand over ownership of the territory surrounding the temple, which for years had been the most significant obstacle to its listing. "It is the normal obligation of a government to do this. It was not the special job of the CPP," Chhay said. Cambodias tourism sector, on the other hand, is less concerned with political points. Ho Vandy, president of the Cambodian Association of Travel Agents, said on July 8 that 162 tour operators have begun promotion plans for package tours of Cambodias expanding heritage corridor. They will advertise in about 100 countries. Vandy said the proposed package includes stops at Angkor Wat, Koh Ker temple in western Preah Vihear province, Preah Vihear temple, and Wat Phu, another Khmer temple in Laos. But the immediate concern, Vandy said, should be developing Cambodias overland routes to Preah Vihear, which at present are rutted and jarring, making the temple far more accessible from the nearby Thai border. Then restaurants, hotels and shops will follow, he said. Minster of Tourism Thong Khon agreed, saying that there eventually will be four roads leading to the temple and at least one key artery will be completed by next year. "I already sent a letter to the Ministry of Public Works and Transportation to push for the road construction," he said. The first sign of things to come actually preceded UNESCOs decision; in May the newly formed Preah Vihear National Authority, or PVNA, deployed 22 heritage police. Hang Soth, director of the PVNA, a commission under the Council of Ministers, said the heritage police are charged with protecting the site from looting and vandalism. He also said that the Thai border crossing at Preah Vihear will remain closed until Thai nationalist fervor simmers down, a worry he blamed on opposition activists in Bangkok. But in Thailand, bruised nationalism remains unappeased, and the government of Prime Minister Samak Sundaravej is suffering from the fallout. On July 10, Thai Foreign Minister Noppadon Pattama stepped down after the Constitutional Court ruled that he had acted illegally in signing an agreement supporting Cambodias bid to have Preah Vihear temple listed as a World Heritage Site without the permission of parliament. His move had been approved by Samaks cabinet, which the court also decided had violated the Thai Constitution in acting without parliamentary consent, a verdict that observers said could lead to a major cabinet reshuffle. In his emotional resignation speech, Noppadon maintained he had acted in good faith in signing the agreement with Cambodia. "I insist I have done nothing wrong. I have not sold the country out. Thi ĐH đợt 2: Thí sinh bị xử lý tăng vọt

Sáng 10/7, hơn 628.000 thí sinh đã hoàn tất môn cuối đợt 2 thi ĐH. Số thí sinh bị xử lý tăng gấp đôi so với đợt 1. Kết thúc đợt 2 có 243 thí sinh bị xử lý, trong đó đình chỉ 183 chủ yếu do mang điện thoại và tài liệu và phòng thi…Thống kê do Bộ GD-ĐT công bố trưa cùng ngày.

Bộ GD-ĐT cho biết, tỷ lệ thí sinh dự thi đợt 2 năm nay đạt 71,69% tăng gần 2% so với năm 2007. Có 4 thí sinh đến muộn không được dự thi. Tổng số thí sinh vi phạm kỷ luật là 243 tăng gấp đôi so với đợt 1 (122 thí sinh bị kỷ luật) nhưng giảm 14% so với năm 2007 (282 thí sinh bị xử lý).

Trong số thí sinh bị xử lý đợt 2 có 183 trường hợp bị đình chỉ thi, 41 khiển trách và 19 cảnh cáo. Tổng số cán bộ bị xử lý là 11, trong đó có 9 bị đình chỉ.

Đối với cán bộ làm công tác tuyển sinh bị đình chỉ chỉ chủ yếu do mang điện thoại di động. Thí sinh bị định chỉ chủ yếu do mang điện thoại di động và tài liệu vào phòng thi.

Bộ GD-ĐT cho biết, về đề thi, các Hội đồng thi đảm bảo an toàn, bảo mật tuyệt đối trong tất cả các khâu: quản lý, phân phối và sử dụng. Đề thi vừa sức, không quá dài, quá khó, phù hợp với thời gian làm bài thi của thí sinh theo từng bộ môn, có khả năng phân loại thí sinh.

Hà Nội: 1 thí sinh thi lại môn Lý bằng đề dự bị

13h30 chiều nay (10/7), thí sinh phải thi lại môn Lý có tên Hoàng Thành Công, số báo danh 1487, phòng thi 36, điểm thi Vĩnh Tuy khi nộp bài cho giám thị đã ký đầy đủ vào bản nộp bài.

Sau khi thí sinh nộp bài, 2 cán bộ coi thi đã kiểm tra và thấy đủ 67 bài thi của 67 thí sinh trong phòng thi. Tuy nhiên, khi 2 cán bộ coi thi này xuống nộp cho thư ký hội đồng thi và thư ký phát hiện thiếu một bài thi. Lúc đó là 6h chiều nên thí sinh bị mất bài thi đã về.

Thứ trưởng Thường trực Bộ GD-ĐT Bành Tiến Long, Trưởng ban chỉ đạo thi cho biết, Hội đồng thi Trường ĐH Kinh doanh và Công nghệ Hà Nội đã có báo cáo bộ trường hợp mất bài thi môn Lý trong đợt 1 thi ĐH khối A. Bộ đã đồng ý để trường tổ chức thi lại môn này cho thí sinh vào chiều nay (10/7). Thí sinh sẽ thi lại bằng đề lý dự bị của Bộ GD-ĐT. Giám thi coi thi để mất bài thi của thí sinh đã bị đình chỉ nhiệm vụ và xử lý theo quy chế.

Đình chỉ thi vì…giấy nháp

Kết thúc kỳ thi tuyển sinh đợt 2 năm 2008, Học viện (HV) Hành chính Quốc gia có 5 thí sinh bị đình chỉ đều do lỗi mang tài liệu vào phòng thi.

Đặc biệt, trong buổi thi Sử chiều hôm qua, 1 thí sinh tại điểm thi HV Hành chính Quốc gia đã sử dụng giấy nháp của môn Văn buổi sáng để ghi các dữ kiện lịch sử vào và đánh tráo với giấy nháp môn Sử. Giám thị phát hiện giấy nháp của thí sinh này nhàu nát hơn bình thường và khi kiểm tra thấy không phải chữ ký của 2 giám thị buổi thi này nên đã lập biên bản, đình chỉ thi đối với thí sinh.

Ông Nguyễn Trịnh Kiểm, Trưởng ban Đào tạo, HV Hành chính Quốc gia cho biết: “Năm sau chúng tôi sẽ sử dụng mỗi môn một loại giấy nháp khác nhau để ngăn chặn trường hợp gian lận này. Năm nay tuy vi phạm ít hơn hẳn nhưng lại có chiều hướng tinh vi hơn.”

Cũng trong buổi chiều hôm qua, có 2 thí sinh chỉ làm có 2 tờ nhưng khi nộp bài, cố tình ghi 3 tờ và bị giám thị phát hiện. Tuy nhiên, sau khi hội đồng tuyển sinh chất vấn, thí sinh đã thừa nhận nhầm lẫn và xin lỗi thì không bị lập biên bản vì đây không phải lỗi vi phạm quy chế.

Nhưng ông Kiểm cũng nhấn mạnh các hội đồng thi nên chú ý kiểu “cố tình nhầm lẫn” này để TS không thể “bắt đền”.

Trường ĐH Luật Hà Nội đã có tới 11 TS bị đình chỉ thi do mang tài liệu vào dù chưa kịp sử dụng.

Trường ĐH Ngoại thương Hà Nội có 1 phòng thiếu 1 đề thi, ngoài bì ghi 28 đề nhưng bên trong chỉ có 27.

Còn ở Trường ĐH Kinh tế Quốc dân có 2 bì đề thi ghi môn Văn, nhưng khi cắt ra và nhích đề lên 5cm thì biết ruột là môn Toán. Hội đồng tuyển sinh đã lập biên bản và phản ánh lại với đơn vị in sao đề là Trường ĐH Hà Nội.

Ông Bùi Anh Tuấn, Trưởng phòng Đào tạo Trường ĐH Kinh tế Quốc dân khẳng định: “Đây chỉ là nhầm lẫn nhỏ do phía in sao đề sử dụng bì đề các môn giống nhau.”

8h30, Hội đồng thi Trường ĐH Hà Nội có 4 thí sinh được nhân viên y tế sơ cứu do đau đầu và đau bụng, sau đó dự thi bình thường, ông Đỗ Duy Truyền phó Hiệu trưởng nhà trường cho biết. Trong buổi thi môn thứ 3 có 1 thí sinh bị đình chỉ do mang tài liệu. Số thí sinh dự thi môn thứ hụt so với môn đầu là 17 thí sinh.

Đề thi vừa sức

Nhận xét của đa số các thí sinh dự thi sáng nay cho thấy đề thi các môn vừa sức. Nhiều thí sinh “thở phào” vì làm tốt các môn “gỡ điểm”.

Môn Hoá khối B thi trắc nghiệm với 50 câu hỏi. Thí sinh Đỗ Hương Giang, dự thi tại Trường ĐH Y tế Công cộng nhận thấy lượng lý thuyết và bài tập trong đề tương đương nhau. Không có câu hỏi nào quá phức tạp hoặc phải viết nhiều phương trình. Với đề thi này, ai chăm chỉ, cẩn thận sẽ dễ đạt điểm cao.

Thí sinh Nguyễn Văn Dũng, dự thi vào Trường ĐH Y Hà Nội cho biết: “Cả đề Hoá có khoảng 5 - 10 câu khó, dành cho học sinh giỏi”.

Môn Địa cũng được coi là môn “gỡ điểm” của khối C. Trong điều kiện môn Văn khối C khó đạt điểm cao do câu hỏi nhiều điểm là câu hỏi khó, môn Sử dễ nhưng quá dài, nhiều thí sinh đặt rất nhiều kì vọng vào môn Địa.

Nhiều thí sinh thi xong môn Địa tỏ ra thoải mái. Theo quan sát của chúng tôi tại các điểm thi ĐH Luật, Học viện Báo chí Tuyên truyền, nhiều em ra sớm do hoàn thành bài trước thời gian quy định.

Em Đặng Thị Thuý, dự thi ĐH Luật Hà Nội, nhận xét: “Đề Địa không khó nhưng hỏi hơi rộng, gần như bao quát toàn bộ từ công nghiệp đến nông nghiệp của các vùng, miền”.

Điểm khiến nhiều thí sinh băn khoăn trong đề thi Địa là câu II, ý 1. Đề đưa ra số liệu giá trị sản xuất nông nghiệp theo ngành rồi yêu cầu vẽ biểu đồ thích hợp nhất để thể hiện cơ cấu đó. Câu hỏi này để mở khả năng chọn biểu đồ, đồng thời đánh giá được khả năng, kiến thức của thí sinh thông qua cách lựa chọn được một loại biểu đồ tối ưu.

Thí sinh Trần Thu Thuý, thi Học viện Báo chí Tuyên truyền băn khoăn: “Đề yêu cầu sử dụng loại biểu đồ thích hợp nhất để vẽ nhưng nếu em đã sử dụng loại biểu đồ khác có thể là không thích hợp nhất nhưng vẫn đúng, vẫn thể hiện được cơ cấu thì liệu em có được điểm tối đa không?”. Đây cũng là thắc mắc của nhiều thí sinh sau khi thi xong môn Địa.

Đề tiếng Anh khối D được thí sinh cho là không có bất ngờ gì về kiến thức cũng như cách ra đề. Với thời gian 90 phút và có 80 câu hỏi, gần như không thí sinh nào ra sớm.

Thí sinh Nguyễn Hồng Phương, dự thi ĐH Ngoại thương thấy đề Anh năm nay không khó so với năm ngoái. Em đã làm thử và thấy tương đương nhau.

Điểm đáng lưu ý nhất là bài đọc hiểu (câu 56 đến 65 của mã đề thi 342) được các thí sinh đánh giá là khó hơn hẳn so với năm trước. “Bài đọc hiểu này có nhiều từ mới, các câu văn dài và nhiều mệnh đề nên rất khó dịch, khó hiểu. 10 câu hỏi được đưa ra nhưng em chỉ làm được 2 câu”, Phương nói.
